Project Manager Intl Transportation Engineer

Job Description

Job Purpose:

To provide subject matter and management expertise to support client.

Responsibilities

Technical review, analysis and advisory of proposed transportation programs in developing countries to include proposals, studies, assessments, terms of reference, scope and budget.
Technical advisory on new and emerging transportation technology in the following disciplines: aviation, rail, intelligent transportation systems, ports and shipping.
Technical advisory on new and emerging technology in cross-cutting engineering disciplines such as environmental, emissions mitigation and reduction, climate change adaptation, mitigation, resiliency, energy solutions for transportation and information technology for transportation.
Provide written analysis, and other inputs, describing the technical elements of project identifying factors or considerations that would support the Agency’s effort to develop an activity for funding
Review project documents, including Terms of Reference and budget, to support the Agency technical understanding and processing procedure.
Participate, as a subject matter expert, in USTDA sponsored events as needed
Over sign and mobilization of subject matter experts to key projects.
Development of tools and knowledge management activities to foster information sharing and industry best practices.
Development and design of program activities
Attend meetings with USTDA staff

Requirements

Minimum Qualifications

Ability to obtain U.S. Secret Security Clearance.
Bachelor’s Degree in Engineering from an ABET-Accredited Program.
Professional Transportation Engineering Certification, such as Professional Engineering license (P.E.) or equivalent.
Minimum of five (5) years of experience as a Project Manager managing a large, multidisciplinary team.
Minimum of ten (10) years of experience supporting transportation sector programs including aviation, rail, intelligent transportation systems, ports and shipping.
Minimum of ten (10) years of experience managing transportation engineering projects involving project planning (pre-feasibility, feasibility, technical assistance, design, procurement), project development, construction, maintenance and operations.
At least ten (10) years of experience working on projects focused in developing and middle income countries.
Minimum 5 years managing a contract SOW and/ teams conducting work that is similar size, scope and complexity to the requirement of this solicitation.
Experience in USTDA eligible regions and countries
Proven experience conducting research, analysis and technical writing documents for use non-technical personnel.
Preferred Qualifications

Active U.S. Secret Security Clearance.
Post graduate degree from an accredited University.
Fluency in a foreign language such as Arabic, French or Spanish.
Willingness to travel.
